
Fredrick M. Ray has over thirty years of experience as an attorney defending the rights of licensed professionals. Mr. Ray has handled over two thousand legal matters, with a high success rate, including licensing agency investigations, regulatory compliance consulting, defense of accusations, license denial appeals, administrative law hearings, writs of administrative mandamus, and appeals. Mr. Ray has appeared before administrative law courts and licensing boards statewide. Mr. Ray has been counsel to licensed professionals including physicians, osteopaths, podiatrists, psychologists, registered nurses, licensed vocational nurses, engineers, architects, certified public accountants, insurance brokers, real estate brokers, therapists, and speech language pathologists. He has lectured before various attorney and industry groups about professional license law. Mr. Ray received his Bachelor of Arts from the University of Illinois, Urbana-Champaign, and was awarded his Juris Doctor from Southwestern University School of Law. He has served as a mandatory fee arbitrator for the Orange County Bar Association.

John Bishop graduated cum laude from Chapman University School of Law, where he wrote for the prestigious Chapman Law Review, and was its Submissions Editor. He received numerous awards for oral advocacy at a variety of nationwide competitions, including the ABA National Criminal Law trial competition in Chicago. Mr. Bishop has represented a variety of licensed processionals before administrative courts, including physicians, registered nurses, licensed vocational nurses, and real estate salespersons. He is a skilled legal advocate in court, and also has extensive experience in researching and writing briefs for post-conviction and post-decisional appeals. He also teaches as an Visiting Professor and serves as director of competitions at Chapman University.

Lindsay Johnson is a zealous advocate for licensed professionals in California. Ms. Johnson created published law in California after briefing and arguing Naidu v. The Superior Court of Riverside County against Xavier Becerra and the California Attorney General’s Office, changing the law to enhance protections for licensees in the Fourth Appellate District of the California Court of Appeals.
Ms. Johnson actively litigates matters against the Medical Board of California throughout California, including physician investigations, section 820 examinations, subpoena enforcement actions, accusations, non-adoptions, reinstatements, termination review hearings, and Petitions for Writ of Mandate before the Superior Court of California. She is also experienced in defending against accusations and statements of issues before other state licensing boards, departments, bureaus and agencies.
Ms. Johnson has served as the President of the prestigious California Academy of Attorneys for Health Care Professionals, and has previously served as the President-Elect and Secretary of the Academy.
Ms. Johnson received her Juris Doctor from Chapman University School of Law. She received her Bachelor of Arts in Political Science from the University of California, Los Angeles. Prior to becoming an attorney, Ms. Johnson taught college preparatory classes for the Fresno Unified School District, and worked at an elementary school in Cusco, Peru. Outside of the office, Ms. Johnson enjoys going for a run with Admiral Fitzwallace Johnson, her rescue terrier.
Jodee Storm Sullivan passionately advocates for her clients. She graduated cum laude from Chapman University, Fowler School of Law. At Chapman, Ms. Sullivan served as President of the Moot Court Competition Board, President of the Entertainment & Sports Law Society, Co-Director of the Entertainment & Sports Law Symposium, and Senior Articles Editor of the Chapman Law Review. Her oral and written advocacy were recognized nationally while competing on the moot court competition team, with notable achievements including a Top 5 finish at a national competition in Chicago and the Second Best Brief Award at another national competition in New Orleans. She won Chapman’s “Golden Gavel” first-year oral argument competition, received numerous awards for the highest grade in a class, and won the Legal Writing Award prior to graduation. Additionally, Ms. Sullivan served as a judicial extern for the Honorable John B. Owens of the United States Court of Appeals for the Ninth Circuit and as an intern assisting the Holocaust Art Restitution Project. She has twice studied in Italy, once in Rome and once in Siena.
Before joining Ray & Bishop, Ms. Sullivan was an associate attorney at O’Dell Law Group, where she practiced employment litigation, representing employers in various areas, including employment discrimination, wage and hour violations, and PAGA claims.
She received her Bachelor of Arts in Broadcast and Digital Journalism, along with a Minor in Narrative Structure, magna cum laude, from the University of Southern California. Prior to becoming an attorney, Ms. Sullivan worked for Spectrum SportsNet, where she worked in broadcast production, covering the Dodgers, Lakers, and Sparks, which led to two Los Angeles Area Sports Emmy awards. In her free time, she enjoys visiting museums, watching sports, cooking, and hiking with her rescue Belgian Malinois, Bear.
